(R2P.501) NEW WAR CRUISER (NWC) This design was first submitted in competition to NCL. Star Fleet rejected it because they thought that the three warp engines could not be properly balanced. In Y173 as the DW was being designed, it was revived and it appears at least a pair were built as test beds. In F&E terms this ship is identical to a NCL, and no counter is provided.

(R2M.502) ESCORT CRUISER (NAR) Like the earlier DAR, this ship was designed to operate on the Romulan border. In a strange twist of fate, the first ship of this design was hurriedly sent to the Klingon front to replace the badly damaged ECL Ney. In F&E terms this ship is identical to the NAC and no counter is provided.

(R2D.503) ESCORT CRUISER (NRA) This design was a result of the Federations concern that Ph-G production could not keep pace with the demands for them. It is unlikely that none ever entered regular production, but at least one of these were completed. In F&E terms this ship is identical to the NAC and no counter is provided.

(R2P.505) ANTI-PF CRUISER (NCJ) Faced with increasing numbers of PFs, the Federation sought an answer. Photons were capable of defeating them but took to long to cycle. Attempts to modify a standard launcher to act as a sort of "pulsed" photon, which would fire smaller photons twice as often were unsuccessful. The ship builders noted that a pair of these Mini-Photons fit in the space of a standard photon and modified a NCL in the Fall of Y181 to this design. The ship was sent to the Klingon front for trials. A second ship was modified and sent to the Romulan border. Both ships met with moderate success, but no addition ships were built. In F&E terms this ship is identical to a NCL and no counter is provided.

(R2D.510) SCOUT ESCORT CRUISER (NSEC) The Federation, like most of the Alliance, misjudged the use of Electronic Warfare support in the opening stages of the General War. One proposal to remedy this was to combine the abilities of a scout and an escort. A proof of concept ship was completed in late Y176 by converting an NCL.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 3-7 un /1-4. Command rating 6. Can be converted in Y176 from a NCL for 4 EP, a NSC for 1 EP, or a NEC or NAC for 3 EP. EW=3. A Counter is provided.

(R2P.508) NEW DRONE BOMBARDMENT CRUISER (NDC) Star Fleet found the demand for drone bombardment missions could not be met by the CAD and two CLDs. NDCs were assigned some of these missions but required scout support. Unable to divert such ships meant many mission requests went unfilled. In Y173 a NCD under construction was modified to this new design, which like the Cad and CLDs could perform the missions independently.

Counter Factors are 6-7[4]u/3-4. Command rating 6. EWP is 2. Can build or convert beginning in the Spring of Y173. Conversion cost is 3 EP. A counter is provided.

(R2P.512) NEW LIGHT TUG (NLT) The LTT was universally hated by its captains and no sooner than they took command they began lobbying for a better design. These efforts fell on deaf ears until Y177, when a nearly destroyed LTT was "rebuilt" at a Starbase following a disastrous convoy run. Star Fleet Command then authorized the new design as "standard" and all succeeding LTTs were built as NLTs. The addition of the pair of photons greatly increased it survivability. The NLT can carry any pod the LTT can carry, and the C Hull are treated as those on the LTT. (See R2.38) Captains Module R2.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 5-7/3-4. Command rating 6. Can substitute one NLT for LTT beginning in the Spring of Y177. Cost is 2 EP. Can also convert existing LTTs to NLTs at a cost of 2 EP, these conversions can be made at Starbases. A counter is provided.

(R2D.514) AEGIS ESCORT (NEA) When word reached the Federation of the Kzintis work on their fighter carrying escort, Star Fleet began a program of their own to produce such a ship. The first of these new escorts did not reach the fleet until the Fall of Y178. Star Fleet lobbied for a F-15 version as well to escort the CVBs as well as a F-14 carrying variant they could use in CVA groups. The Federation Council not only turned down these requests but slowed appropriations for the design as well, citing the high costs. The few ships of this design all operated with either CVS, or NVS carrier groups.

Counter Factors are 5-7(2)n/3-4(1)n. Command rating 6. Can can built or convert from NCL or NAC beginning in the Fall of Y178. Cost is 2 EP + 2 for the fighters. Is treated same as a Hydran Hybrid ship. A counter is provided.

(R2P.515) MULTI-ROLE CRUISER (MRC) Star Fleet seeing the benefits in the flexibility that the new HDWs offered quickly made plans to apply the same technology to the NCL class. The result was the Multi-Role Cruiser. Like its smaller sister, the MRC was intended to replace all of the NCL variants with a single ship. The ship was built in about the same numbers as the HDW. It can operate as a heavy fighter carrier using (G33.46) Captains Module R6, by replacing all references of PFs with F-111s.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 7-8(1)/4. Command rating 6. Can substitute one MRC for NCL once per turn beginning in the Spring of Y180. Cost is 6 EP +1 EP for the fighters. Is treated as an HDW, and can perform all the missions (except D) as outlined in (4H.0) Captain's Module P6 The Galactic Smorgasbord. In addition, it can perform Mission H. This is a Heavy Fighter operations group (HOG), and uses all the rules from mission 6) PFT (P). A ship counter and MRC Missions counters are provided.

(R2024) NEW BATTLECRUISER (NBC) Desperate for a way to build larger ships faster, Star Fleet turned to the NCA. With 2 BC's about to be converted to a BCV and BCS, 2 NCA's (the Tirpidz and the Hindenburg) were modified to replace them. The NBC was based on a CLC with a stretched NCA rear hull. A third ship (the Ludendorf) was converted to a NBJ while under construction. These ships entered service in Y181 and Y182. In F&E terms this ship is identical to a BC, and no counter is provided.

(R2040) NEW PHOTON BATTLECRUISER (NBJ) The third NBC (the Ludendorf) was converted to use mini-photons. 2 mini-photons replaced the 360 PH-1s in an attempt to gain long range firepower. It entered service in Y184, only one being built. In F&E terms this ship is identical to a BC, and no counter is provided.

(R2047) (NEW) ANTI-PF AEGIS ESCORT CRUISER (NAJ) The introduction of PFs by the Klingons and Lyrans put Star Fleet Carriers at a disadvantage. The current escorts were designed to combat fighters and drones, and were felt by many in Star Fleet to be inadequate for the task of defending against PFs. They hoped that this ship, which would replace an existing escort in a carrier group, would eliminate the problem. The first ship, the Atlanta, was introduced in late Y179. In F&E terms this ship is identical to a NAC and no counter is provided.

(R2048) (NEW) TURRETED ANTI-PF AEGIS ESCORT CRUISER (NAT) This was the original design for the NAJ. Started in mid Y179, the John Ericsson was design to use a turret to mount its Light Photons. Completed in early Y180, shortly after the NAJ, Atlanta, it was hoped the light photons would solve the problem with the turret used on the CCT Monitor. While the light photons solved part of the problem, jamming still occurred when firing overloads and further ships of this type were canceled. In F&E terms this ship is identical to a NAC and no counter is provided.

(R2P.520) CENTAUR CLASS ASSAULT CARRIER (ASV) A specially designed ship intended by the Federation for the sole purpose of attacking bases and planets. It was produced by hard welding a light battle pod (LBP) on a new strike carrier (NVS). Never the success envisioned by its designers due to its limited speed, only a single example, the Centaur, was ever completed. The pod cannot be separated. While no formal escort group was designated a NAC and a DWA occasionally escorted it.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 12-7(6)/6-4(3). Command rating 8. Can build one in Fall of Y177. Cost is 7 EP (5 for NCL +2 to convert it to NVS). Does not include the cost of fighters. Additional ASVs can be built or converted, limit one per year, (uses only existing LBPs), counts against CVS constructions. Counters for both the single ship and the 3ASV group are provided.

(R2P.521) MINOTAUR CLASS ATTACK CARRIER (ATV) The first proposal for a ship intended for the sole purpose of attacking bases and planets. This design utilized a light carrier pod (VP) permanently attached to a Light Command Cruiser (CLC). Like its near sister the Centaur, lack of power was its down fall. The pod cannot be separated and no transfer between shuttle bays is possible. In the end only the prototype, named Minotaur, was ever completed. No formal escort group was assigned, but a NAC and a DWA most often escorted it.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8-7(6)/4(3). Command rating 8. Can build one in Fall of Y177. Cost is 7 EP (5 for NCL +2 to convert it to CLC). Does not include the cost of fighters. Additional ATVs can be built or converted, limit one per year, (uses only existing VPs), counts as CVS constructions. Counters for both the single ship and the 3ATV group are provided.

NEW MODULAR HEAVY CRUISER (NMC)
  The designs for this series of ships started out as an after hours project by a group of new ship designers at Star Fleets BUSHIPS. Their concept was that it would be faster to build different variants of the small rear hull rather than build the variants on the saucer. Using their system, they reasoned would give Star Fleet the ability to quickly produce any ship variant required.
  When word of the project reached Star Fleet, they became interested enough to ask for a formal proposal. The group took great pains to polish their proposal. They were careful to include designs intended to please all the elements of both the Federation Council and Star Fleet. Their submittal included the following variants:

  The (R2P.546) Survey Variant was intended to "buy" the votes of those members of the Council who were upset over the commandeering of GSCs). The (R2P.547) VIP Transport was intended to sway the opinion of those "desk bound" admirals who could use it to tour the various fleet facilities.
  After careful review of the proposal it was found that while a few of the proposed ships were superior to existing or proposed variants, in terms of raw fire power, many were not, and all lacked adequate living facilities for the crew. In addition the costs were greater and the project proceeded no further.
  F&E FACTS: For those players wishing to add these ships to their F&E games the following would apply.
  These ship use the same system for changing configurations as the Romulan Modular Ships (433.43),
  except they lose two Movement points. Cost to change from one existing module to another is 1 EP.

(R2P.570) NEW FLEET CARRIER (NCV) Although the NVS was an improvement over the NVL, many within Star Fleet were still not satisfied with it. It had only 50% of the command and control capabilities, half the photons, and could not operate SWACs. In Y177 ship designers brought forth a design based on the new NCAs. Of the five ships originally planned, it is believed that only two, Hancock and Bennington, were completed. Both deployed F-18s and could also operate SWACs. The escort group was the same as the NVS.

Counter Factors are 8(6)/4(3). Command rating 8. Can build beginning in the Spring Y177. Cost is 8 EP (6 for NCA +2 to convert it to a carrier). Does not include the cost of fighters. Counters for both the single ship and the 3NCV group are provided.

(R2P.571) NEW FLEET CARRIER (NVB) Pleased with the success of the Hancock and Bennington, two additional ships were built with slightly larger bays able to operate F-15s. The Franklin and Randolph were both completed in Y178. Both could operate SWACs. The escort group was the same as the NCV.

(R2P.572) NEW HEAVY FIGHTER CARRIER (NHV) The Cabot was originally slated to be a NCV, but during construction plans were changed to give it double size bays enabling it to operate F-111s. Like its near sisters the Hancock and Franklin classes it could operate SWACs and had the same escort group. Due to the energy requirements no plans were made for an A-20 version.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 8(9H)/4(4H). Command rating 8. Can build beginning in the Spring Y179. Cost is 8 EP (6 for NCA +2 to convert it to a carrier). Does not include the cost of fighters. Counters for both the single ship and the 3NHV group are provided.

(R2M.573) NEW COMMAND CRUISER (NCC) In an effort to keep "like" ships operating together, the Federation drew up plans for a new command cruiser. Basing the design on the NCA the design added Command and Control facilities as well as an upgrade to weapons and shields.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 9/5. Command rating 9. Can build by (by conversion only) beginning in the Fall Y178. Cost is 8 EP (6 for NCA +2 for the conversion). A counter is provided.

(R2D.574) NEW FAST CRUISER (NFC) As the Federation began attacks into Klingon space they found a need for better information as to the defenses they would face. One possible answer was to use fast cruisers. Unfortunately there were also demands for these ships on the Romulan border as well. New ones would require long lead times as the original engine production lines had been closed for many years. One suggestion was to convert NCAs to fast cruisers. This was easily accomplished by simply adding a second small center engine. Records seem to indicate that at least three ships of this type were laid down and at least one was completed in Y177.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 7-8(F)/3-4. Command rating 8. Can build one as a substitute for a CA in SY177. Cost is 8 EP (6 for the NCA +2 for the conversion). A counter is provided.

(R2P.575) LTT WITH HEAVY FIGHTER CARRIER POD (LTHV) This is a Light Tactical Transport (LTT) with the Heavy Fighter Carrier Pod attached. The escort group assigned was a NAC and a DWA.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply. Counter Factors are 2-7(9)/0-4. Command rating 7. Counters for the LTHV and 3LTHV are provided.

(R2P.576) LTT WITH SPACE CONTROL POD (LTSC) This is a Light Tactical Transport (LTT) with the Space Control Pod attached. The escort group assigned was a NAC and a DWA.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 2-7(9)u/0-4. Command rating 7. EW =1. Is treated as a overloaded tug. Counters for the LTSC and 3LTSC are provided.

(R2P.577) FEDERATION NEW FAST ESCORT CRUISER (NFE) A second design for a fast escort. It used a New Fast Cruiser as a base and was started at the same time as the FEC. The problem with the warp signature also plagued this design, and it too was transferred to regular escort duty.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 6-8Fn3-4n. Command rating 8. Only one FEC in service at any time. Can be converted in Y177 from CA cost is 4 EP, or from CF cost 1 EP. A counter is provided.

(R2D.580) FAST TACTICAL TRANSPORT (FTT) The Federation, like all the races, found that re-supplying the fast and far reaching X-ships was a difficult task for their standard tugs and LTTs. Not wanting to divert the limited number of X-ships to this task they designed a fast medium transport. Two special sensors were added to aid in both locating the X-ships and enemy ships that needed to be avoided. This ship is capable of carrying any pod, however, it rarely carried anything but a cargo pod and many times carried no pod at all.
  F&E FACTS: For those players wishing to add this ship to their F&E games the following would apply.
Counter Factors are 2-7Fu/0-4. Command Rating 6. EW=2. Can built one per turn beginning in SY184. Build cost is 7 EP. Counts against both scouts and LTTs. A counter is provided.

(R2051) (NEW) WAR CRUISER (NCW) This is a proposal for a war cruiser to be introduced as an alternative to the NCL. Based simply on combining a DW hull with the rear section of the NCA, the ship was rejected and the HDW was built instead. In F&E terms this ship is identical to a NCL and no counter is provided.

(R2056) WAR ESCORT CRUISER (CWA) This is a proposal for an escort cruiser to be based on the NCW. With the rejection of the NCW in favor of the HDW, this ship was never built.

(R2057) WAR SCOUT CRUISER (CWS) This is a proposal for an scout cruiser to be based on the NCW. With the rejection of the NCW in favor of the HDW, this ship was never built.
